Not sure why you're saying he's dumb. Just because you never got banned with high settings doesn't make it impossible. He was probably playing in a tournament or ranked skyward where 3.5 will easily get you banned.

It depends on the ping and your ability to play. If you have a ping of 10-20 ms, then it may seem suspicious at tournaments. It's individual. Play 3.4, if it doesn't give you a big advantage, then upgrade to 3.5. It's individual, I think.
