literally when you download it don't rename the file at all if you already did just redownload it other things you can do run in admin play legit edit you could also try restarting your computer but for me that worked

Anything I could do for anyone to get V4?

Title says it all, I'm using Forge 1.8.9 with Optifine. VapeV4 doesn't want to inject. If I play on a normal Forge version in Minecraft. Then it injects just as it's supposed to.
