minecraft “account hackers” probably do not have the expertise to do any of that, if they did they wouldn’t be in the market for Minecraft accounts

Factory settings are fetched from wherever the original settings are stored and it doesn’t look anywhere else, im pretty sure windows 11 is cloud based. I can’t think of how it would be possible to inject something into that process
Not sure too but I know that he told me something about a powershell rat, I know that it makes the rat ''less noticable'' as it will not/barely make your pc slower.

It depends on the end goal, they would have to make sure the thing they’re trying to steal is even guaranteed.
Minecraft accounts have passwordless and if you have that enabled you can’t get your account stolen that way, they would need to install something on your phone (unless you’re signed into a recovery email) the best they could get is your session but that isn’t useful to them.
That’s why I said people with that knowledge aren’t interested in Minecraft
