Velocity on hypixel doesnt work?

No matter what i change, my velocity is always normal. I tried putting both horizontal and vertical to 0% with 100% chance and i still take normal kb. Does velocity not work?

If you dont lose helath when you take kockback the velocity won't work, turn on blatant mode if you want the velocity works regardless if you lose health or not.
