Vape V3.28 Timer in 1.12.2?

I injected vape into forge 1.12.2 (I use 1.12.2 to play a survival server that I like) and I found that the timer module disappeared. Is that a bug or timer is simply not usable in 1.12.2?

So is there a way to speed mine (basically removes the block break delay so that player can mine substantially faster like efficiency V diamond pic with haste II) in 1.12.2?
