is velocity safe in hypixel and what are good settings for it?

Yes, on normal anything works for horizontal, and on jump reset everything works
I recommend 85% horizontal, 100% vertical (always), 100% chance
I toggled up 60% multiple times and never got banned
On a side note a friend used 30% on an alt for a month and no ban, he also used reach and silent aura, fast place and he double shifted multiple times while scaffolding
Honestly i dont even know how he didnt get staff ban
Yeah hypixel velocity checks are exceptionally awful. There once was a guy in the forums that used 0 horizontal for 30 minutes on duels without realizing. He didnt get banned. And staff isn't watching all the time of course so it doesn't matter if you doubleshift a couple of times. Even I tend to doubleshift sometimes
That's pretty much based on luck
If you won't ever change it, 70% is the minimum I can recommand
For the 60% thing, I sometimes put around 50% and I'm not banned too, it depends on when you toggle mostly. Staff will more likely ban you if you cheat "hard" earlygame than endgame
But yep if nobody reports you or the staff reviewing you lost his brain, you won't get banned
