FastPlace randomiser delay

FastPlace can be detected in replay. So, add a randomised slide delay like in reach. This would mean instead of just 0,1,2,3,4 delay, there would be 0,0.5,1.0,1.5, etc. so we could randomise it from for example 0.5-2 or 1.0-1.5.
