Can't I use the file if the service of VAPE is terminated in the distant future?

no, not unless its cracked you need credentials in order to use it and the servers would be non existent if they were terminated. do not get cracked vape tho plz vape will not be terminated because microsoft doesn't care about cheating in this game they have other things to worry about. i dont even think they can stop the cheating problem.
If the server shuts down for some reason (such as a bug), can it be used?

i dont think so. pretty sure internet is required? i might be wrong but i wouldnt worry about it.
