Because the reach isn't reduced depending of where you're looking. If you're at 3 blocks from your opponent you'll be able to hit your opponent if you're looking at his head, but you won't be able to hit him at his legs. It's because your reach vector starts from your eyes, not from body. So enabling the reach module at 3 blocks, it won't change anything since your default vanilla reach is 3 blocks regardless.

To add more to this, for example when your opponent is 1 block above you, you get an advantage
The image is not perfect since there's an hitbox and things like that, but just use your imagination and you'll perfectly see what it's like
Also Blue's "ray" is the hypotenuse, where the 3.2 is

Ps: So to conclude, hitting the head do not give an higher reach, hitting while having the pitch at 0 gives the biggest reach
