Also, it won't work. According to Dell, the maximum power draw for the Optiplex 790 PCIe slot is 35w. The GTX 1650 requires more power than that and probably doesn't have a separate power input.

The GTX 1650 can only draw power from the PCIe slot, which only provides 35w. Even if you had a 1200w power supply it wouldn't help
