They can do it but it's harder and it takes more time cause they have to make all modules work.

Supply & Demand. If it’s a tough job, which it sometimes can be, if there’s enough people who want it they’ll probably do it. There doesn’t seem to be too much of a need for vape on newer versions of mc so I wouldn’t expect it but it could always happen.
