allow vape v3 users to pick what aimassist will priortize when there are multiple people in the FOV

eg. priotize low health (so it'll first kill the person with the least health remaining)
or priortize closest

I agree, the aim assist simply goes crazy when there is more than 1 person around you, and I have always thought that it needs options to prioritize a target.
