Can I get ban for using 85% velo?

Is hypixel still doing velo checks? If so would be 85% be detectable? Or is it 100% safe like autoclicker/ aim assist (with the right settings)

yep 85 100 100 will bypass on hypixel, even 0 100 will bypass on hypixel.
i'm not suggesting you use 0 100 though.

Yes. 85 is great and will not get you banned but make sure to not mess around with vertical velocity settings or that could get you banned.
